As of 19 June 2025, the Victorian Government has officially rolled out a series of significant reforms to the way security licences and agencies operate across the state. These new updates come under the private security and Country Court Amendment Act 2024 and they tried to upgrade professional standards, eliminate loophole and ensure better oversight across the private security industry.

What’s Changing?

1. Licences Are Now Mandatory for All Security Work

Previously, many roles could operate with just a registration. Now, everyone performing private security functions must hold a Private Security Individual Operator Licence or a Private Security Business Licence. This includes:

  • Security guards
  • Crowd controllers
  • Bodyguards
  • Private investigators
  • Security trainers
  • Installers of security equipment
  • Security consultants

Key date: Anyone with a registration must transition to a full licence by 19 June 2026.


2. Independent Contractors Must Hold Two Licences

If you’re working under your own ABN as an independent security provider, you now need:

  • An Individual Operator Licence, and
  • A Business Licence

3. Application Process Just Got Easier

Good news: applying for a licence is now simpler.

  • No more referees
  • No more newspaper ads
  • But: fingerprinting is required for all new applicants as part of a national police check.

4. Updated Training Requirements

To renew a licence, you’ll need:

  • A valid First Aid certificate, completed within the past three years
  • Refresher training (to be announced) for roles like crowd controllers, bodyguards, and security guards.

These steps are meant to ensure that all active licence holders are properly trained and up to date.


5. New Rules for Agencies & Hosts

If you’re a company or event organizer hiring security personnel, here’s what’s new:

  • You must create and share a risk management plan with staff
  • If you subcontract work, you must:
    • Get client consent
    • Provide details about the subcontractor
    • Keep a copy of the signed agreement

Non-compliance could lead to penalties of up to $47,000 for companies and $23,000 for individuals.


6. Code of Conduct and Complaint Access

A formal Code of Conduct is now being introduced, and any breaches can lead to disciplinary action. Additionally, more people— Anyone can file complaints with victoria police about license holders
